The family’s breadwinner has been admitted to an institution that receives state funding (prison, psychiatric hospital, state home for the elderly, substance abuse treatment center, or child and youth care center).

A disaster is one that has impacted the applicant, according to the Disaster Management Act or the Fund Raising Act of 1978.

No other institution provides assistance to the person.
