More than 900 000 persons are impacted by the challenges SAPO is currently facing in providing services to grant beneficiaries. This is undesirable even though it could only apply to 5% of recipients of social subsidies. According to SASSA, 150 000 people may have their mobile cash pay points taken down, forcing them to rapidly find alternate payment alternatives. At least 500 000 people receive their subsidies via SAPO branches.

The Department of Social Development (DSDargument )’s that the action is acceptable because only some people are affected is repugnant. In accordance with SASSA laws, it is legal for the elderly and people with disabilities to continue using SAPO branches as their principal method of collecting funding.

The Portfolio Committee on Social Development has been informed by the Department of Social Development (DSD) that efforts are being made to maintain the validity of SASSA cards. Although switching to banks incurs additional fees for the beneficiary, SASSA officials are present at SAPO pay points advising beneficiaries to do so in order to prevent problems in the event that SAPO is unable to process payments. Beneficiaries, notably the elderly and the crippled, have had to shoulder the responsibility of hunting for alternate payment channels since the closure of several SASSA community pay stations, which has produced worry and anxiety.

DSD acknowledges that the capacity of SAPO and its long-term serviceability are intrinsically intertwined. The entity has been impacted by ongoing cash difficulties, nonpayment of employees and service providers, strikes, and a shrinking SAPO footprint. Additionally, they were harmed by the services being discontinued without providing the DSD and beneficiaries with adequate notice. Fraud, substandard service delivery, security, transportation, time management, and equipment issues have all negatively impacted beneficiaries’ experiences.

These challenges are not brand-new. The Black Sash has expressed its concerns since since DSD and SASSA launched the Social Distress Relief (SRD). Because no meaningful attempts have been made to solve these issues, the grant recipients are left to shoulder the majority of the costs of SAPO’s inefficiencies.

There was a lot of ambiguity surrounding whether SAPO would pay social grants for the June cycle due to the May financial crisis. There have been conflicting accounts on whether media articles covered the SRD grant or other grants, as well as last-minute calls for recipients to use other payment options including banks and merchants. The reality on the ground was substantially different, notwithstanding SAPO’s assurances that social grant payments would go without incident.

The bulk of SAPO outlets were unable to execute the initial payments on June 2, 2022, even though they were scheduled to. They encountered connectivity issues, which made it impossible for them to support biometric authentication. Community monitoring partners and Black Sash both noted these issues. Additional delays were reported by regional offices in several provinces, including the Pietermaritzburg Main SAPO, the Howick SAPO in KwaZulu Natal, and the Kariega SAPO branch in the Eastern Cape.

Due to delays in the delivery of cash and consequent shortages, beneficiaries were compelled to depart and hunt for alternative payment options or return the next day. This was seen in Limpopo and the Eastern Cape.

The safety and security of many SAPO branches has alarmingly declined, putting grant recipients in danger, particularly women, the elderly, and individuals with disabilities. Security measures on both sides are insufficient because of the SAPO’s deteriorating financial status.

Payments on June 2 and 3 were postponed due to a crime scene at the Standerton Post Office in Mpumalanga, which was looted on June 2. Many beneficiaries were obliged to wait until they returned on June 6 in order to collect their payouts because of their pathological dread of technology and inability to remember their PIN numbers.

While on duty at the Amanzimtoti SAPO in Kwa-Zulu Natal, Black Sash and its neighborhood partner, KwaMakutha Community Resource Center, observed a tragic hijacking that put the safety of grant recipients in jeopardy. The SAPO branch was forced to discontinue awarding grants because of the significant number of robberies they had personally witnessed.

According to their own Norms and Standards, SASSA and SAPO must provide social grants in conformity with the law. Due to the declining situation of SAPO across the country and the impact this is having on the most vulnerable sections of our society, SASSA and SAPO are both falling short of acceptable standards of service delivery.

People who are in such severe financial need that they are unable to meet the most basic needs of themselves or their family are eligible for a temporary kind of aid known as social relief of distress.
Citizens and permanent residents of South Africa who satisfy one or more of the conditions below and have insufficient means may apply for Social Relief of Distress:

  1. The applicant anticipates receiving payment of an authorized social aid.

  2. For less than six months, the applicant has been deemed medically unable to undertake remunerative work.

  3. The application is submitted within three months of the breadwinner’s passing.

  4. A parent, child, or spouse who is obligated by law to pay maintenance is not contacted, and there is proof that attempts to contact them have been unsuccessful.

  5. The family’s primary provider has been admitted to a facility with state funding (prison, psychiatric hospital, state home for older persons, treatment center for substance abuse, or child and youth care center).

  6. The Disaster Management Act or the Fund Raising Act, both of which were passed in 1978, both of which define a disaster, have had an impact on the applicant.

  7. The person is not receiving assistance from any other entity or person.

  8. Applying for social relief of distress will save you from unnecessary hardship.

The Social Relief of Distress Period (New Policy)

  • Social Relief of Distress is given out once every month for a maximum of three months. In exceptional circumstances, an additional three-month extension may be granted.

  • It should be kept in mind that a person who receives a social grant cannot also receive support for social distress. The value of the social assistance must be returned by anyone who gets both grants and social assistance. All upcoming social aid payments, including arrears, will have this amount subtracted from them. However, if the recipient of a social grant also received disaster aid, the money will not be returned.

  2. You are in a dire situation and are ineligible for a grant. There has been a catastrophe or tragedy (for example, your house has burned down).

  3. You have a medical condition that prevents you from working for less than six months.

  4. You cannot get child support from your child or the other parent of the kids.

  5. The family’s primary provider passed away.

  6. The primary earner has spent a short time behind bars (less than six months)

  7. Although your neighborhood or town has been affected by a disaster, it has not been declared a disaster area.

Which should be your outcome?

A food box or a meal voucher are two possible forms of social relief from distress. Some provinces offer this assistance in cash. Social Relief of Distress is only accessible for a short period of time, often up to three months with the option of an additional three months.

Social relief of distress is the momentary supply of aid meant for those whose material requirements are so great that they cannot provide for their families’ most basic necessities.

Who can Apply?

  • Interested persons must be:

  • Not receiving any social grant
  • Not receiving any unemployment insurance benefit and does not qualify to receive unemployment insurance benefits
  • Not receiving a stipend from the National Student Financial Aid Scheme
  • Not resident in a government-funded or subsidized institution

Things you will need for the Application

  • Identity Number / Department of Home Permit
  • Name and Surname as captured in the ID (and initials)
  • Banking Details i.e. Bank name and account number
  • Contact Details
  • Proof of Residential Address

Important Note

To apply, just utilize WhatsApp, USSD, or email. Avoid seeing them in person at their offices. Please be patient as application channels are currently quite busy.

Volunteers from the community will be used to assist those who lack access to technology in applying.

All submissions and payments must be made electronically. absolutely no paper applications. No money. At SASSA offices, you cannot apply in person either.

Applications must have a residential address submitted, although they may not necessarily require documentation to prove it, such as in the case of an informal dwelling.

Give no one your bank account information if you have one. You won’t be asked for your bank’s name and account information for payment until after your application has been accepted. You will be paid in cash if you don’t have a bank account.

Only 30% of the personnel will be present when the SASSA offices open to the public each week from Monday to Thursday. Elderly grant applications are accepted on Monday and Tuesday, while child support and foster care grant applications are accepted on Wednesday and Thursday. Disability and all other grants are currently not open for application.

Temporary disability payments that were suspended in February and March will now resume and be provided through October.

Here’s a simple three-step process for requesting the SASSA R350 online application award.

  3. Locate and tap on “click here to apply online”
  4. Enter your Mobile Number
  5. Tap “Send SMS”
  6. Your phone will receive an OTP SMS. Check your email for the code.
  7. Enter the One Time Pin (OTP) received
  8. By completing the procedures requested by SASSA, continue with the application process.

To be eligible for the Sassa Care Dependency Grant, applicants must fulfill the following criteria:

  • It is necessary to be a citizen of South Africa, a refugee, or a permanent resident.
  • The petitioner and the kid must both be citizens of South Africa.
  • The young person must be younger than 18.
  • The applicant must produce a medical or assessment report attesting to a serious, permanent impairment.
  • The means test standards must be met by both the applicant and spouse (except for foster parents).

To apply for the SRD grant on WhatsApp, follow the steps outlined below.

  • Send a WhatsApp message to 082 046 8553 if you want to apply.

  • The applicant should enter personal information as requested by the chat.

  • A reference number, an OTP number, and a website link will be provided to the applicant.

  • The applicant must click the link, enter the OTP number, and choose “verify.”

  • The applicant must include their last name and ID number.

  • Applicant confirms information as it appears in the conversation.

  • Please go to Step 2 ACKNOWLEDGE TERMS AND CONDITIONS.

APPLICATION THROUGH WEBSITE

  • Launch your web browser. Either Mozilla, Opera Mini, Google Chrome, etc.

  • The applicant enters their cellphone number and ID, then clicks the send SMS button.

  • A 6-digit OTP will be sent to the applicant.

  • ID number and mobile phone are provided by the applicant.
