The South African Social Security Agency (Sassa) has been ordered by Black Sash to provide a plan for dealing with the abrupt shutdown of its Khayelitsha office in the Western Cape.

Without telling the neighborhood, the Sassa office in Khayelitsha was shuttered on July 14, 2022, for repairs.

The recipients of social awards arrived at the offices early in the morning hoping to be chosen, only to learn from safety officers several hours later that the offices were closed. The upshot was confusion and resentment among the locals.

There was just one Sassa office in Khayelitsha, which provided services to several beneficiaries.

Sassa must immediately communicate any alternative plans for resuming services in the area, per the organization’s request.

The organization said in a statement that the situation has made it unexpectedly difficult for recipients to access social handouts and has put an unanticipated financial burden on them because they must now pay for transportation to alternate Sassa facilities in order to receive services.

The Khayelitsha Sassa office was housed in a facility that belonged to the provincial Department of Social Development.

According to Shivani Wahab, a representative for Sassa Western Cape, they were told the repairs would be finished in 2023.

Since March 2022, Sassa has been striving to find appropriate alternative housing, according to Wahab.

On condition of anonymity, a Sassa worker from the Khayelitsha office said they were also unsatisfied because they were unable to report for work and didn’t know when the offices would reopen.

According to Black Sash, they have helped beneficiaries find an alternative plan and developed a communication plan.

They said they had been waiting for the acting regional manager of Sassa in the province to confirm a meeting to discuss the problem.

The recipients currently have to travel overly far distances to other Sassa offices, which adds to their transportation expenses.

A one-time donation provided to a person in extreme need is known as a Social Relief of Distress award. The reward helps those who are unable to provide for their basic requirements or the needs of their families. The grant may be given as money, gift cards, or food.

You must fulfill one of the requirements listed below in order to be eligible for Social Relief of Distress:

While you wait for your children’s grants to be processed, you need help.
You are in a dire situation and are ineligible for a grant. There has been a catastrophe or tragedy (for example, your house has burned down).
You have a medical condition that prevents you from working for less than six months.
You cannot get child support from your child or the other parent of the kids.
The family’s primary provider passed away.
The primary earner has spent a short time behind bars (less than six months)
Although your neighborhood or town has been affected by a disaster, it has not been declared a disaster area.

What outcomes do you observe?

For social relief of distress, you can utilize a food box or a meal voucher. Some provinces provide financial aid. Social Relief of Distress is only offered for a brief period of time, usually three months, with a possible extension of another three months.

What you need to do?

Apply for social distress relief at the SASSA office that is most convenient for you or online at https://srd.sassa.gov.za.

Please submit your application together with the necessary documents:

your 13-digit barcoded identification document and the birth certificates of your kids
If you don’t have a birth certificate or an identification document, a Justice of the Peace must commission an affidavit on your behalf. A sentence noting that giving false or misleading
information will result in penalty under Section 21 of the Social Assistance Act of 2004 must be included in the affidavit.
a sworn statement from a reliable source who is familiar with both the applicant and the child.
This might be from a councilman, religious leader, social worker, or professional from the community.
evidence that an application for a birth certificate or other identifying document has been
submitted to the Department of Home Affairs
if appropriate, a temporary identity document from the Department of Home Affairs:

a baptismal certificate.
a road to health clinic card.
a school report.

Please remember that no application may be submitted without a sworn declaration or affidavit.
An affidavit from your neighborhood police department, chief, counselor, or religious leader may be sufficient if you don’t have proof of identification or birth certificates.

Show proof that you:

have applied for a grant
have had an emergency (e.g. provide a police report that your house burnt down)
have tried to get maintenance
have no other support
are married, divorced, or single
have no income
have a short-term medical disability.

What is the time frame?

Your application will be looked at as soon as possible.
Your application will be examined once you submit it to see whether there is a genuine demand for the service.
You will still get your first month’s food box, voucher, or cash even if you don’t have all the necessary paperwork.
Before the second month’s payment is due, don’t forget to provide the officer with all the necessary paperwork. You risk losing your food box, voucher, or cash for the second and third months if you don’t.
After three months, if your situation hasn’t changed, you can ask to have the award extended.
