For those with little or no incomes between the ages of 18 and 59, The Black Sash demands that the government create a permanent Basic Income Support program! Inequality, poverty, and unemployment have increased as a result of the Covid-19 epidemic. Due to the fact that this situation is not going away anytime soon, a more comprehensive social security program is necessary to support job creation initiatives.

The government is required by Section 27 of the Constitution to gradually implement the right to social assistance for those who are unable to support themselves. The International Covenant on Economic, Social, and Cultural Rights was also ratified by the government (ICESCR). A universal basic income payment for everyone was suggested by this human rights covenant, as well as making sure “those between the ages of 18 and 59 with little or no income have access to social support”!

Social support programs were briefly put in place by the government to minimize the negative consequences of the pandemic. A noteworthy project was the R350 Covid-19 Social Relief of Distress (SRD) award for unemployed people, with a monthly means test level of zero-rated income. After numerous extensions and cancellation in April 2021, the Covid-19 SRD was revived in August 2021 with stricter eligibility requirements and was extended through March 2022. Caregivers who are unemployed but receive the Child Support Grant on behalf of children are now eligible to apply, and the monthly means test level has been increased to R595.

The Covid-19 SRD grant is aware of the limited job opportunities for unemployed people in South Africa. The grant is the first step toward including unemployed people in the social assistance system on a long-term basis while pursuing a Basic Income Grant.

According to The Black Sash, the government must:

  • enact permanent income support at the upper-bound poverty limit, which is presently R1 335 per month, for those between the ages of 18 and 59 who have little to no income; and As soon as social support for the unemployed is made permanent, boost the reinstated Covid-19 SRD payment to at least the R624 Food Poverty Line. The Child Support Grant must also be available to unemployed caregivers;

  • Make Covid-19’s R250-per-month increases for all grants permanent.
    assures the eligibility of and receipt of grants for migrant workers with special permits, permanent residents, asylum seekers, and refugees;

  • For a basic income that is given to everyone, strive!
